Total Defence technology spend in the FY21/22 Plan is 4.4Bn The majority of Defence ICT is owned by UK Stratcom (66%) and then delivered through Defence Digital (61%). The remaining 39% is outside the direct control of CIO. SD&O Context One of the largest and most complex IT / Digital Change Portfolios in Western Europe (Both Public and Private Sector) Defence Digital (through SDO as Delivery Agent) are currently delivering 90 Programmes (6 GMPP programmes, and 1 additional DMPP Programme) - the focus of this session Total EP spend of c. 2.7Bn across all TLBs in FY21/22 The portfolio combines spend and activity for ongoing support and delivery of services (RUN) alongside one-off New Investment driving CHANGE (Functionality upgrade, contract renewal, obsolescence management etc) We have a very complicated infrastructure, this drives cost and complexity. Programmes in the EP are addressing elements of this complexity OFFICIAL 10

Project Delivery Professionalisation - Building for the future 1. SDO is a professional operations and delivery organisation that has a comprehensive and transparent understanding and control of its Order Book. 2. SDO has a well-articulated, understood and applied approach to the design, management and execution of live service and project delivery. 3. Commercial, Finance and Content context is integrated into the management of all SDO programmes and services for a cohesive and informed approach. 4. All Delivery portfolios are re-established as Service Executives, for separate management of Run and Change Order Book items. 5. Project managers and service owners operate professionally controlling their multi-functional teams to deliver Order Book Items for Defence. “In professionalising our delivery approach we must be: defence outcome focused, delivery led and; commercially and financially enabled” OFFICIAL 11
