Virtual Incident Procurement

VIPR is a Forest Service acquisition/procurement system Web-based Vendors to submit offers & sign preseason agreements Inspectors to certify that equipment requirements have been met Contracting Officers to issue solicitations, award & administer agreements Provides Dispatch Priority Lists (DPLs) to dispatch

BLM is using different procurement system Potentially more than one procurement process for interagency centers Should not be duplicative of each other Organizing to meet agency(s) requirements & incident needs Divide workload of Incident BPAs (I-BPAs) between agencies to eliminate duplication of I-BPAs

Contracting Officers will provide Dispatch Priority List (DPLs) to dispatch from VIPR Best Value Ranking Criteria is based on specific factors such as Cost Year & quality of equipment Past Performance

Not intended for initial attack Used for extended attack, large fire support & severity Does not affect agency & local cooperator resources from being utilized Date/Time Needed Vendor with Best Value on DPL who can meet date/time needed

ROSS interface with VIPR scheduled for 2011 Decisions from National Coordinators Meeting in SLC last week: All tactical & some non-tactical resources (engines, skidgines, water tenders) will be statused in ROSS Some resources will be service items & will fill with agreement (porta-potties, tents)
