Background: UK BASA and MIP 1995 U.S. - UK Bilateral Aviation Safety Agreement (BASA) There was no MIP in-place FAA conducted certification and surveillance of repair stations in the UK and US 2011- UK under the EU aviation safety agreement EASA Annex 2 and Maintenance Annex Guidance (MAG) UK CAA participated under the EASA Agreement 2020- UK transitioned from EASA Annex 2 to U.S.-UK MIP FAA Repair Stations based in UK went under the MIP in 2021. FAA and CAA goals were to ensure a seamless transition to MIP. UK Part 145 certificates will be issued in the U.S. starting in 2023. November 15, 2022 Federal Aviation Administration 6

Background: A strong base to build upon UK Government incorporated current EU aviation laws and regulations into UK laws under the MIP. The UK Special Conditions are similar to EASA Special Conditions, but require new certification activities for obtaining a UK Part 145 certificate in the U.S. The FAA will process the certification under the UK MAG Section B. The FAA is anticipating the majority of EASA certificate holders will apply for a UK Part 145 certificate. November 15, 2022 Federal Aviation Administration 7

What Changes for U.S. - Based Repair Stations? The CAA will start issuing UK Part 145 certificates in the U.S. to repair stations maintaining products and articles under the CAA control. The U.S.-UK MAG Section B contains the certification requirements for UK Part 145 certificate. CAA Special Conditions. Applications for UK Part 145 certificates are administered by the responsible FSDO. The FAA conducts certification , surveillance and makes a recommendation to CAA for the issuance of the certificate. The MIP allows a 2 year transition period to obtain the UK Part 145 Certificate due to anticipated demand requirements. November 15, 2022 Federal Aviation Administration 9

What Changes for U.S. – Based Repair Stations? Initial certification required. Make application to the FAA using CAA Form SRG 1783. Must have a need for UK Part 145 certificate for maintenance. Develop CAA Supplement, similar to EASA Supplement. Include CAA Special Conditions in Quality Assurance System. FAA Form 8130-3 release, may have dual FAA/CAA release or single CAA release. US-UK Implementation Procedures Airworthiness is in effect instead of the EASA TIP. The CAA will issue CAA Form 3 for UK Part 145 approval. November 15, 2022 Federal Aviation Administration 10

FAA Recommendation to the UK CAA Certification Activities. The FAA will review the application and CAA Supplement. Quality Assurance System inspected for CAA Special Conditions. UK Air Carriers will be listed on OpSpecs Line Maintenance D107. “CAA MIP Audit Report” is used instead of EASA Form 9 for recommendation to the CAA. What Changes for U.S. – Based Repair Stations? Renewal certification required. Every 2 years the UK Part 145 certificate will require renewal. FAA conducts surveillance and makes recommendation to the CAA. The FAA may perform one inspection at the facility to renew the EASA approval and the CAA approval. CAA collects fees and issues the certificate. November 15, 2022 Federal Aviation Administration 12

Important Dates Make application after January 1, 2023 following MAG Section B procedures. Recommend submit applications 120 days prior to expiration of EASA certificate. The CAA will continue to recognize the EASA certificate for U.S. - based repair stations for a 2 year transition period from January 1, 2023. FAA Form 8130-3 with (FAA/EASA) dual release recognized by the CAA until December 31, 2024. (Based on the date of the approval for return to service) After December 31, 2024, maintenance must be approved under a UK Part 145 certificate. November 15, 2022 Federal Aviation Administration 13
