Why Does FEMA Need Credentialing? Ensures that during times of disaster we have consistently prepared and qualified staff to meet our disaster mission Ensures the Disaster Workforce meets national standards, and is capable of executing assigned tasks in a more professional and consistent manner FEMA’s Disaster Workforce will be transformed into one that is credentialed to national standards supported by a highly integrated, consistent, clear and effective program that drives the Agency towards a culture of professional excellence February 2009

What is the Agency-Wide Credentialing Plan? Establishes Four Credentialing Types: Trainee Type III Basically Qualified Type II Fully Qualified Type I Expert Establishes Credentialing Criteria: Training Education Exercises Formal mentoring Job experience February 2009

Migration of Disaster Workforce Training Transcripts Process Beginning Member is responsible for creating and maintaining Credentialing Portfolio Letters of Recommendation Supporting Documents Task Book Assessments Member submits Credentialing Portfolio to Cadre Manager Credentialing Portfolio data EMI Data ADD Data Data from other relevant sources Information is entered into the Credentialing Software Process End Validation Process Software results (baseline) are validated against Cadre Manager expectation list If needed, Cadre Manager works with member to address gaps/ missing data Member is provided his/her credentialing Type SIMULTANEOUS MEMBER PETITIONS DECISION Cadre Manager creates list, based on Cadre’s Plan, of where he/she believes all Cadre members should be credentialed Typing petitions sent to CRB or ECC ACCEPT CRB or ECC reviews petition for member Typing Either/or Disaster Workforce member is assigned a definitive Type with no further action required Disaster Workforce member is assigned a definitive Type with required remedial actions February 2009 Member is credentialed
