Funding for Apprenticeships Funding for Apprenticeship training changed nationally on 1st April 2017 Large employers (pay bill 3m per annum) pay a levy contribution into a Digital Account held by HMRC, which can be used to fund apprenticeship training. Small employers (pay bill 3m per annum) have a different funding route for Apprenticeships, and are commonly referred to as non-levy payers. This is known as Co-Investment

The Co-Investment Route Co-Investment is used under the following circumstances: 1) A levy-paying employer who with insufficient funds in their digital account to pay for the cost of training and assessment they want to purchase 2) Employers who haven’t paid the levy and want to purchase apprenticeship training from a provider. Co-investment is likely to apply to many Primary Care, Social Care and PVI employers. The advantage is the employer will only pay 10% of the cost of training, Government 90% Employer 10% The government will pay 90% of the costs of training and assessment. The employer will be responsible for paying 10% of the costs.

Employment of Apprentices All Apprentices must be employed for the duration of their apprenticeship, and have a realistic prospect of a job upon completion. Any staff employed on a training contract for the duration of the apprenticeship must include sufficient time for the End Point Assessment to take place. Apprentices can be: Existing members of staff who need to upskill New recruits brought in to the employer on a training programme – which will bring people directly into Primary Care

Apprenticeship Salaries For Existing Practice Staff As per current pay and conditions, with the opportunities for progression in line with the training New Recruits Employed and paid as a substantive member of staff, with the apprenticeship training, or: Government minimum wages for up to 4 years on an Apprenticeship Pathway – 1st year of training – government salary of 3.50 a hour – 2nd/3rd/4th year of Apprenticeship – salary would then be as per minimum wage – e.g 2nd year of training student salary is 5.60 per hour

The Future Potential for Apprenticeships The Apprenticeship Levy offers huge opportunities for GP Practices, Nursing Homes and Care Homes to upskill existing staff and invest in new talent for all employers, in many settings, from entry level to Masters level for a wide variety of roles By collaborating, the localities will be able to train and retain their own registered practitioners in partnership with the entire local health and social care system (such as Nurses, OTs, Physiotherapists, Social Workers) in the future and only pay 10% of the overall cost of training!

Examples Primary Care – clinical progression Health Care Assistant Assistant Practitioner Qualified Nurse / Allied Health Professional Apprenticeship in Healthcare Level 2, incorporating the Care Certificate Apprenticeship in Healthcare Levels 3-4 Degree Apprenticeship in Nursing / AHP Level 6 Apprenticeship in Healthcare Level 2, incorporating the Care Certificate Apprenticeship in Healthcare Levels 3-4 Foundation Degree for Nursing Associate Level 5 Senior Practitioner Post-Graduate Masters Level Apprenticeship Level 7

Examples Administration / Manager progression Admin Support apprentice Apprenticeship in Business and Admin Level 2 Administrator / Personal Assistant Apprenticeship in Business Administration Levels 3-4 Team Manager or specialism in Finance, HR etc Degree Apprenticeship in Business Administration Level 6 Senior Manager (i.e. Practice Manager, Care Home Manager etc) Post-Graduate Masters Level Apprenticeship Level 7
