Request for Applications: FY 2024 Competitive Grant Opportunity for Service Providers (Subawardees) Fiscal Year: September 1 – August 31 Anticipated Total Service Award: 300,000 – 400,000/fiscal year Anticipated Number of Awards: 5 – 7 Range of Projected Award Amount: 20,000 – 120,000/fiscal year Project Period for Awards: FY 2024 (September 1, 2023 – August 31, 2024); may be renewed for additional contract terms based on performance.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – pages 8-9 State-Wide CYD Program Background The program has expanded over the last 28 years and supports Youth by fostering safe spaces, positive relationships, and structured opportunities to build developmental assets and skills. These supports lead to strengthened connection, engagement, and contribution to their community. PEI has adopted a Positive Youth Development approach for CYD to meet the goal of assisting communities in alleviating conditions in the family and community that lead to juvenile crime. This approach encompasses more than solely providing early intervention or preventing risk behaviors that lead to juvenile crime; it also builds skills, attributes, and developmental assets that are needed to prepare young people to grow into thriving adults.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – page 9 Service Delivery Area CYD is currently available in 16 counties across the state. Tarrant County CYD currently serves ZIP Codes 76106, 76164, 76112, and 76119. Applicants should identify ZIP Code(s) to be served in Exhibit D: Project Work Plan.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – pages 9-10 Available Funding Funding contingent on appropriations received from DFPS and the availability of funds from Tarrant County. Cost-Reimbursement grant. Match funds are not required for CYD. Subawardee shall not use funds from this Contract to replace or substitute for existing funding from other sources.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – pages 11-12 Program Objectives Goal: support Youth by fostering safe spaces, positive relationships, and structured opportunities to build assets and skills. These supports lead to strengthened connections, engagement, and contribution to the community. Provide an array of Positive Youth Development program opportunities to meet the DFPS goal to increase Protective Factors and Development Assets. Programs under this RFA must be intentionally designed and built to promote the growth of 40 Developmental Assets in Youth. Applicants should link each Program Component to one or more of the 40 Developmental Assets.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – pages 13-14 Eligible Population Youth ages 6-17 who live in or attend school in identified ZIP codes: 76106, 76164, 76112, and 76119. Target age range for Youth served is 10-17 years. Youth under 6 are not eligible for CYD. Youth served from ages 6-9 cannot exceed 30%. Youth who are currently on probation are not eligible. Youth must exhibit at least two priority characteristics.

TARRANT COUNTY PUBLIC HEALTH Scope of Grant – pages 14-15 CYD Participation Requirements All Participants must enter the program voluntarily. Subawardee cannot charge Participants a fee for participation in the program or for any program participation-related costs. Subawardee must provide programming to Families without regard to their economic status. Average number of unduplicated Youth served monthly must meet the minimum established in the Subaward. Subawardee can serve Youth regardless of involvement with CPS. Subawardees are not limited to serving only youth who are eligible for CYD services. Only services provided to registered and eligible Youth will be reimbursed through CYD.

TARRANT COUNTY PUBLIC HEALTH Applicant Requirements – pages 15-22 Eligible Applicants Organizational Competence Staffing Requirements and Qualifications Training Requirements *New: Specific number of training hours for each staff/volunteer is no longer required. Requirement is to follow training plan in Project Work Plan, and implement all CYD training requirements. Personnel Files Financial Requirements Billing Requirements Indemnity and Insurance

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 22-23 Tarrant County will fund CYD prevention services that are directly linked to juvenile delinquency prevention. Intervention services are not appropriate under the CYD model. To the greatest extent possible, services should be designed to appeal to those Youth most vulnerable to juvenile delinquency. Services provided with CYD funding must meet the needs of the community and show how the service prevents juvenile delinquency/crime. Applicants may propose to provide required or ancillary CYD programming. Applicants may propose to provide one or more programs. *New: Multiple Subawardees may be selected to provide required CYD programming service types. YAC is the only service type that requires one Subawardee to provide one advisory body of young leaders for the CYD program.

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 23-27 Required CYD programming includes the following Youth-focused opportunities: Mentoring Youth Advisory Committee (YAC) Youth Leadership Development (YLD) – must include YLD Elements (page 26) and Scope & Sequence (complete Exhibit E). Post-High School Readiness (PHSR)

TARRANT COUNTY PUBLIC HEALTH CYD Programming – page 28 Ancillary Programming is optional and selected to complement the CYD program. CYD programming must promote Protective Factors and are based on funding priorities identified in the CSNA. Youth-Based Curriculum Class Family-Based Curriculum Class Family Focused Activity Sports and Movement Arts and Cultural Enrichment Academic Support Service Planning and Coordination

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 28-29 Family and Primary Caregiver Engagement Requirements: Parental involvement increases Youth participation in after-school programs, influences constructive Caregiver involvement in the home, and increases Protective Factors. Must outline plan in Exhibit D: Project Work Plan, outlining anticipated strategies and timelines for implementation. Minimum – one event held by each Subawardee each quarter of the fiscal year. Collectively, Tarrant County CYD will provide at least one event per month.

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 29-32 Additional Program Requirements Focus on Out-of-School Time programming. Each program component should directly link to one or more of the Search Institute’s 40 Developmental Assets (chart - Exhibit D: Project Work Plan). Subawardee must provide programming each month of the fiscal year, including summer months. Youth may not participate solely in one-time activities. Applicant must submit documentation of evidence-base, research or information on each proposed program with a curriculum by completing Exhibit F: PEI Evidence-Based Program Ranking Tool.

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 29-32 Additional Program Requirements continued Applicant must ensure services are easily accessible to Youth. Applicants must outline educational benefits of any planned field trips and how the field trips align with the goals of CYD in Exhibit D: Project Work Plan. Services are intended to be face-to-face in person. DFPS requires justification for any proposed virtual services. Cultural Competence

TARRANT COUNTY PUBLIC HEALTH CYD Programming – pages 32-34 Recruitment and Outreach – need specific program implementation plan on Exhibit D: Project Work Plan. Participant Case Records – CYD Annual Data Authorization (registration form) must be obtained for each Participant every fiscal year. Eligibility for Program Participation form must be completed with all new registrations. Surveys – DFPS will utilize the Development Assets Profile (DAP) for annual CYD pre/post surveys for 10-17 year old Youth. Document any additional pre/post assessment tools or surveys on Exhibit D: Project Work Plan. Closures – Youth who have not received services in over 90 days must be discharged from the program. If Youth returns, new registration forms must be obtained/signed. Program Experience Survey must be completed by all participants at closure.

TARRANT COUNTY PUBLIC HEALTH CYD Programming – page 35 Target Outputs and Outcomes on Exhibit D: Project Work Plan Subawardee Propose: Output 1: Youth served annually (*Note – should be total number of youth; not average as written) Output 2: Youth served monthly during school year (average) Output 3: Youth served monthly during summer (average) Required by DFPS: Output 4: Youth will complete Program Experience Survey at Discharge 50% Output 5: Youth will complete a matching DAP pre/post survey 60% Outcome 1: 10-17 year old Youth will not engage in delinquent behavior 100% Outcome 2: Youth report positive outcomes in at least one domain of the Program Experience Survey 80% Outcome 3: Youth improve in at least one domain of pre/post survey 75%.

TARRANT COUNTY PUBLIC HEALTH Reporting Requirements – pages 36-38 Desk Review – Subawardee must attend monthly desk review with CYD Project Manager to submit all monthly reports, forms and billings. Monthly Report Monthly Service Tracking Form (MST) Attendance Logs with staff verification Individual group notes, materials, etc. Reimbursement Request (monthly billing) Annual Report (due 20 days at end of contract period)

TARRANT COUNTY PUBLIC HEALTH Monitoring Reviews – page 38 Quarterly Reviews will be conducted by CYD Project Manager. Formal Monitoring Reviews (Administrative, Program and Fiscal) will be conducted annually by CYD Project Manager and Tarrant County Grants Auditor. Subawardee Corrective Action Plans will be required for any goals not obtained within 5% or findings on formal monitoring reviews.

TARRANT COUNTY PUBLIC HEALTH Community Collaborative Committee – page 39 Goals: page 39 Meetings: Must meet at least once per quarter. All Subawardees are required to have at least one staff member attend each meeting and participate fully. At least 2 YAC members are required to attend each meeting. All Subawardees are encouraged to bring outstanding youth leaders to meetings as appropriate.
