Education for children in FC AB 490 (law regulating education for children in FC) was a result of lower educational outcomes for FY such as, lower grade level performance, more likely to be held back, less likely to complete high school, less likely to go onto college Key provisions -child has same academic, resource, services and extracurricular activities, least restrictive program and child’s best interest Sacramento County DHHS/CPS/RFA Program 3

Rights under this law Children have the right to remain in their school of origin if they change placement or after removal from the home Regular school placement unless IEP needs states other program is in child’s best interest Immediate enrollment (regardless of immunization, school records, etc) 2 business days for transfer of records Sacramento County DHHS/CPS/RFA Program 4
