Field Trip to Ohio DMV We appreciate the Clermont County DMV hosting us! Electronic Submission of Documents from Dealers Works much like E-Recording Scope of Services in Ohio Clerks are open to conversations about Electronic submission and Electronic Titling 2 different locations: one for titling, one for plates Title Printing On-Site Security Convenience Mail Costs/Staffing Cost State ran electronic system and vendor systems that the dealer pays to participate in are offered in Ohio We must keep the current model of work being completed in the county of the dealership or in the buyer’s county of residency Rejections are turned around much quicker and gives the dealer the opportunity to correct timely rather than it waiting in a folder for pick-up KAVIS would have to provide plug in opportunities to the dealers: Almost 30 million invested Titling is the DMV’s only focus in Ohio! 3

Communication with Auto Dealers Over 50% of County Clerks are calling/emailing dealers to prevent title rejections daily When rejecting we are pointing out the reasons for the rejection for title clerks to quickly and easily correct the mistakes Electronic Submission only enhances our ability to return rejected work quickly Experienced in Ohio Many clerks are reaching out to dealers when customers are not completing transfers, pending lien protection communication, mileage corrections, title work and lien statements do not match, and dealership tax amounts are incorrect making the customer over pay or not pay enough (trade-in credit left off). 6

State Issued Identification 98% of County Clerks who responded to our most recent survey feel our constituents would be best served with Kentucky Driver’s Licenses/State issues ID (meet the requirements for voting in KY) to be issued in each county rather than regional sites. Ongoing concerns about Voter Registration from the regional sites Address issues with the regional sites not getting the data to VRS Concerns about how voters would obtain a state issued ID/Valid Kentucky Driver’s License 72% of County Clerks who responded to our most recent survey would be willing to discuss with KYTC and other stakeholders a solution for our constituents to all have local access to Kentucky Driver’s License and State IDs. 7
