Acquisition Life Cycle Framework NEED ANALYZE / SELECT We define the problem We identify the alternatives and resource requirements PRODUCE / DEPLOY / SUPPORT OBTAIN We develop and evaluate capabilities We produce and maintain those capabilities 2C 0 1 Collection Point for Gaps & Needs 2A Validate Needs 2B 2A: Approve Program 3 Field & Support Program Products 2B: Approve Supporting Projects / Contracts 2C: Approve Low Rate Production (optional) Joint Requirements Council (JRC) Acquisition Review Board (ARB) ADEs Acquisition Decision Event 2

Need Phase Prior to Acquisition Decision Event (ADE)-1 Purpose: Identify gap in mission capability. This Involves: Identifying What strategic mission needs to be filled? What is the gap in the capabilities that need to be filled? What is the “as-is” state of the problem, and what’s the desired “end-state” (i.e. what gaps in capability do we have?) Collecting information and analysis (threat, risk, capabilities, studies, exercises, lessons-learned, operator inputs on gaps ) Ensuring identified need aligns with DHS strategic direction. Validation of the User’s Needs & Approval for the program’s entry into the Analyze Select Phase ADE-1 RESULTS IN: Validation of the Needs & Approval for entry into the Analyze Select Phase with ADE-1 ADE: Acquisition Decision Event 3

Analyze / Select Phase Between ADE-1 and ADE-2A Purpose: Identify the optimal solution to meet the requirements & plan for the Obtain Phase and beyond. This Involves: Approval of the Program Identifying & Selected What are all the ways of filling the identified gap in Alternative capabilities? What alternatives provides the best cost benefit for ADE-2A effectiveness over the life of the solution? How much will it cost? How long will it take to implement? Determining affordability. Determine what is needed to acquire and what is needed to implement the selected alternative. Determine technological readiness and feasibility of the selected alternative RESULTS IN: Approval of the Program and the selected alternative with ADE-2A ADE: Acquisition Decision Event 4

Obtain Phase Between ADE-2A and ADE-2B Purpose: Plan for development and testing of the final solution. This Involves: Identifying What projects will be necessary to implement the solution? What are the best contract type(s) for implementing the solution? What is the life cycle cost of the solution? Are the requirements sufficiently defined to support a contracting action? Determining how to: Assess the delivery of the solution Assess that the delivered solution will satisfy the requirements Maintain the solution and capability in the future Approval for the types of acquisition, sub-projects, and supporting contracts ADE-2B RESULTS IN: Approval of supporting acquisitions and plans for testing with ADE-2B 5 ADE: Acquisition Decision Event

Obtain Phase Between ADE-2B and ADE-2C Purpose: Test the solution on a limited basis prior to full production, if needed. This Involves: Determining if: It is necessary and cost effective to provide an initial capability to test prior to going to full deployment An initial low rate production would aid in: Getting a better final product Establishing a production capability Approval for low rate initial production for testing purposes ADE-2C RESULTS IN: Approval of low rate initial production with ADE-2C 6 ADE: Acquisition Decision Event

Obtain Phase Between ADE-2B and ADE-3 Purpose: Plan for development and testing of the final solution. This Involves: Determining if: The program is meeting its established cost, schedule, and performance requirements The solution meets the defined operational requirements The solution is ready for full production and fielding to the end user The plan to deploy the system to the end user(s) is adequate The plan to support the system through its life cycle is adequate Approval for full production and deployment of the system, as well as its continued maintenance ADE-3 RESULTS IN: Approval for full production and fielding (deploying) the solution with ADE-3 7 ADE: Acquisition Decision Event

Produce / Deploy / Support Phase Post ADE-3 Purpose: Deploy the system to the end user(s) & continue to support and sustain it through its life cycle. This Involves: Determining if: The program is meeting its established cost, schedule, and performance requirements The solution meets the defined operational requirements The solution is ready for full production and fielding to the end user The plan to deploy the system to the end user(s) is adequate The plan to support the system through its life cycle is adequate ADE-3 Approval for full production and deployment of the system, as well as its continued maintenance RESULTS IN: Final capability being provided to the user(s) that meets their needs 8 ADE: Acquisition Decision Event
